In 2014 the number of international adoptions of Romanian children amounted to 251. For the next nine years, international adoptions were not allowed in Romania until 2013, when the new rules entered into force. By 2017, the number of international adoptions of Romanian children increased to 29.

* The number of international adoptions was higher before 2004. However, international adoptions were stopped from 2004 to 2013 because of the pressures made by the European Parliament. As a result, there are no international adoptions from 2005 to 2013, when the new legislation came into force.
