In financial year 2021, Indian Railways Catering & Tourism Corporation Ltd. (IRCTC) installed only 685 water vending machines across its network of stations. Thus, reaching a cumulative total of 1,194 water machines as of 31st March 2021. In June 2015, the Ministry of Railways issued a circular, providing guidelines for the installation and operation of water vending machines. The goal was to provide rail passengers with chilled, potable water at an affordable rate, and in turn reduce pollution caused by plastic bottles, as well as provide employment opportunities. IRCTC had a target to install 2,000 machines by the end of March 2017, which they did not fulfill until March 2019.
