In fiscal year 2023, local excise taxes made up the highest amount of tax revenue from tobacco products sold in Japan, with over one trillion Japanese yen. Local excise taxes encompass prefectural and municipal tobacco taxes. Tobacco products sold in Japan are subject to four types of taxes including consumption taxes, national excise taxes, local excise taxes, and tobacco special taxes. Consequently, taxes account for the majority of retail prices of tobacco products distributed on the domestic market.
