Over 29 percent of Russians aged between 15 and 24 years were assigned a digital skills level above basic in 2023. That was the highest share of the population possessing a high degree of competence in working with information, communication, setting up digital equipment, using online services, and operating a software. To compare, around 59 percent of Russians in the age category between 55 and 64 years were assigned a low level of digital skills.

The assessment was based on the activities that individuals have carried out over the past three months in the following five categories: work with information, communication, setting up digital equipment, use of online services, and operation of a software.

The digital skills level were defined as follows: Above basic: possessing skills from all groups on the level above basic;
Basic: possessing skills from all groups under the condition that at least in one group the skill level was basic;
Low: lack of skills in one or two groups;
No skills: lack of skills in all five groups.

Figures may not sum up to 100 percent due to rounding.
