*Shopping districts are defined as 1) districts formed by the shops of proprietors engaged in retail and service businesses, 2) that form some kind of organization (a shopping street promotion association, a store association, etc., regardless of whether it has legal status or not, and regardless of the type of organization).
Vacancy rate= total number of vacant stores in all shopping districts / total number of stores in all shopping districts.
Vacant stores are defined as former stores that are now vacant (vacant land, vacant buildings, vacant warehouses, etc.).
