U.S. states hold a lot of power to determine individual laws and policies that are enacted within them. According to the source, California and Colorado score highest across seven major policy areas: relationship and parental recognition; nondiscrimination; religious exemptions; LGBTQ youth; health care; criminal justice; and identity documents. As of June 2024, California had a score of 42.5 while Tennessee had a score of -14 - the lowest of any state.
