The source adds the following information: "Deciles: if we order a distribution of wages, income, sales, etc., the deciles are the values that divide this distribution into ten parts of equal size.
Thus, for a wage distribution :

The first decile is, equivalently, the salary above which 90% of salaries fall;
the ninth decile is the salary above which 10% of salaries fall."
