99 investment policies deemed as favorable to investment were implemented worldwide in 2023. The previous year, the number of total investment policies and policies favorable to investment hit a new record. This must be seen in relation with the economic troubles hitting the world in the aftermath of COVID-19 and the outbreak of the Russia-Ukraine war. The highest number of unfavorable investment policies were implemented in 2020, when the COVID-19 pandemic broke out. Moreover, there is a trend of developing economies implementing more favorable investment policies to boost their economies, whereas developed countries tend to implement restrictive policies to counter global security risks.
