According to a worldwide survey covering smart city capabilities in 2025, over ** percent of respondents in Seoul answered that they were satisfied with the level to which basic sanitation needs of low-income areas being met. This was closely followed by satisfaction with public transportation and recycling services.
The IMD Smart City Index measures existing infrastructure and technological services available in each city in the areas of health and safety; mobility; activities; opportunities; and governance. The final score is calculated through weighted survey scores for each city for the last three years and are further categorized based on the Global Data Lab's Human Development Index (HDI) indicators. Â *Housing with rent equal to or less than 30 percent of monthly salary.
