* The survey started in December 2010. The figure for the year 2006 was taken from an earlier survey which was conducted in 2006.

In 2006 the urban and rural elderly could afford an average monthly fee of 710 yuan and 121 yuan respectively, while in 2010 the urban and rural elderly could afford 1,016 yuan and 172 yuan respectively.
