China produced 82.2 million metric tons of paperboard and packaging paper in 2023, making it the top producer worldwide. The United States was the second-largest producing country, with an output of nearly 46 million metric tons. In previous decades the U.S. was the leading paperboard and packaging paper producer, but in 2008 production in China surpassed that of the U.S. and has remained above it since.
